In the past, public policy has been remarkably consistent in
resolving property rights disputes by protecting the group whose
health and well-being are being harmed. If someone else's
behavior affects your health, legislatures have usually
protected you.
This should just be another in this series. It's an easy one for
the Iowa legislature. Just do it.
